Bowles-Langley Technology (BLT) is a California biotechnology company.
We would like to conduct a scientific research project to develop and validate an electronic device to screen terrorists and fugitives.
We are seeking referral to Agencies and Departments which might provide funding for us.
ABOUT BLT
The founders of BLT are Henry M. Bowles and myself. We have been working in biotechnology since 1994.
We are U.S. citizens, with former SECRET clearances (readily upgraded).
The key personnel are:
1. Henry M. Bowles, President and CEO, a former U. S. Army 1st Lieutenant.
2. Myself, a biotechnology Research Scientist, with 3 degrees in Experimental Psychology: B.A., University of Virginia, M.A. & Ph.D., University of Delaware.
SCIENTIFIC CREDIBILITY
BLT was awarded a Government Research Grant to conduct the biotechnology validation of its patented alertness testing software (fitness for duty software). This is a program which tests workers for alertness before they begin work in hazardous jobs such as driving tractor trailers and school busses, monitoring nuclear power plants, and operating airplanes and petroleum tankers. Our U.S. Patents are 6,113,538 and 6,743,171 B1. The company also holds a U.S. patent for an Early Alzheimer’s Disease Screening Test #6,485,417 B1.
The Research Grant was awarded by the National Institutes of Health (NIH) and the Centers for Disease and Control (CDC), through the National Institute for Occupational Safety and Health (NIOSH), per Grant #5R44-OH007664-03, for $850,000.
This work is described in the NIH directory at http://projectreporter.nih.gov/reporter.cfm
For “Fiscal Year” select ALL, and for “Principal Investigator” insert "Langley Theodore".

HOW BLT CAN CONTRIBUTE TO THE SECURITY OF THE UNITED STATES
BLT proposes to apply the sciences of Biomimesis and Biocommunication to terrorist screening. “Bio” = living systems and “mimesis” = to imitate. Two examples of this are assembly line robots and artificial limbs. Scientists have acquired electronic information from plants through experiments in Biocommunication, notably Cleve Baxter, whose latest book is Primary Perception (ISBN 0-966-43543-5).
The original classic book on this topic, The Secret Life of Plants by Tomkins & Bird (ISBN 0-380-00088-1) prompted many scientific studies of how the sensations and perceptions of plants are communicated electrically to humans. With the advanced electronic recorders and computer analyses being used in medical and biological sciences, the electrical impulses produced by plants can now be recorded and analyzed with great sophistication.
Mr. Bowles and I propose to conduct an in-depth analysis of recent scientific experiments on the electrical responses of plants, and then transfer this knowledge to designing an electronic device which will measure and analyze the emotional states of people. This device, developed through the science of Biomimesis, will be used to screen persons who are in high emotional states. We are seeking funding to conduct this analysis, and subsequent development of sophisticated equipment to screen terrorists and fugitives in airports and other public places.
Yours truly,
Theodore D. Langley, Ph.D. (Experimental Psychology)
